Fishing Certificate 2009-2010

Who Needs a Licence?

You do not need a licence for salt water or marine fishing with a rod and line but an Inland Fisheries Licence is required for any fishing in inland waters, which includes some river mouths and estuaries.

A recreational sea fishing licence is required for any of the following types of fishing:

  • abalone
  • rock lobster dive (fisher must be over 10 years old)
  • rock lobster pot (fisher must be over 10 years old)
  • rock lobster ring (fisher must be over 10 years old)
  • graball net
  • mullet net
  • beach seine net
  • scallop
  • set line (from 1 November 2009)
The licensing year begins on 1 November. Licences are valid from the date of issue to 31 October. Separate seasons apply for rock lobster and scallop fishing.

The licence holder must personally set and retrieve any fishing gear that requires a sea fishing licence.

You can collect your free abalone, rock lobster or scallop measuring gauge or finfish measuring ruler/sticker at any Service Tasmania.

Licence Fees

You can buy all or a combination of different types of recreational sea fishing licences in one transaction.

In the 2009-10 licensing year (from 1 November 2009 to 31 October 2010) the following costs will apply:

Standard Licence:

The first licence will cost $46.55 (application fee of $39.90 plus $6.65 for first licence). Each additional licence type will cost $6.65.
Concession Licence: (Commonwealth Pension card holders, Government-issued Seniors Card holders and persons under 16 years):The first licence will cost $26.60 (application fee of $19.95 plus $6.65 for first licence). Each additional licence type will cost $6.65.

Additional Licence:If you want to add another licence to your package at a later date, you will be charged a $6.65 administration fee in addition to the cost of the new licence type.
Replacement Licence:If you lose your licence card, a replacement card will cost $6.65.

Special Rock Lobster Licence:$39.90 (increased possession limit for 14 days).

Licence Refund:You are entitled to apply for a refund of your licence fee. To do this you must apply in writing, stating the reason that you believe you are entitled to a refund, to the Manager, Recreational Fishing, Wild Fisheries Management Branch, GPO Box 44, Hobart TAS, 7001. Your application will then be assessed. There is no guarantee that your application will be approved.

Note: Recreational Sea Fishing Licences are GST exempt. Proceeds from licence fees go to Fishwise which funds programs to improve education and the management of recreational fisheries. Go to top of page




Purchase a Recreational Sea Fishing Licence

Licences for the 2009-10 fishing year (from 1 Nov 2009 - 31 Oct 2010) are on sale from Monday 19 October 2009. Any licences purchased before this date will be for the previous licensing year and expire on 31 October 2009.

Before proceeding with your licence application you should be aware that:
  • You cannot legally fish in a licensed fishery or using licensed gear types until you have received your licence number. Your licence number will be displayed when you complete the online transaction.
  • Persons under 10 years of age are ineligible to hold a rock lobster licence of any type.
  • It will take up to 21 days for the licence card to arrive but the licence can be used in the interim if you carry your temporary certificate or receipt number.
  • The online transaction system accepts payments via MasterCard or VISA.
  • If you are applying for a licence at the concession rate you will need to have the details on hand to complete the application process.

Licence Cards

When you buy a licence, you will receive a temporary licence certificate or receipt number. A plastic licence card listing the licence types that you have been issued with and the valid dates will then be mailed to the address provided within 21 days. In the interim, the licence can be used, but you must carry your temporary certificate or receipt number.

Licence Numbers

Under the licensing system you will be issued with a unique licence number that you will be able to renew in future years. This will allow you to have the same marks on buoys and equipment from year to year.

If you have held a recreational sea fishing licence in the past, then your old number will normally be available (there may be exceptions where the old system has produced duplication). This will allow you to maintain the marks on your gear.

New licence holders will be issued with a unique licence number comprising of two letters followed by four numbers.

Marking Buoys

You must put your licence number on the buoys for a rock lobster pot (and unattended rings), graball net, mullet net and set line. The licence number must be clear and in figures at least 70 mm high and 12 mm wide. Buoys must be at least 195 mm in diameter, spherical in shape and specifically designed as a buoy.

In addition to your licence number, you must also identify the gear type by marking your buoy with a letter (G for graball net, M for mullet net, P for pot, LL for longline and DL for dropline). If you are a new licence holder, then this mark must be at the end of your licence number. If you are using a licence number from the previous licensing system it is preferred that this mark is placed after your existing licence number subject to space being available.



Further Information on Specific Types of Licences

Abalone
Rock Lobster
  • A person under the age of 10 years cannot hold a recreational rock lobster licence of any type.
  • All rock lobster fishing is subject to a season.
  • You can only hold one recreational rock lobster pot licence and one recreational rock lobster ring licence at any time. A recreational rock lobster pot licence allows you use up to one pot and a recreational rock lobster ring licence allows you to use up to four rings.

Special Rock Lobster Licences
  • A recreational fisher who holds a rock lobster licence (either rock lobster dive, ring or pot) may apply for one 14 day special rock lobster licence per season where their possession limit is 15 rock lobster instead of 10. The daily bag limit of 5 rock lobster still applies. Special Rock Lobster licences are available through the telephone service, online or from Service Tasmania.
Net Use

Scallops
  • A recreational scallop licence is needed to take scallops. Seasons, area restrictions, size limits, bag limits and possession limits apply. Details can be found on the scallop section of this website.
Licence Exemptions
  • Aborigines engaged in aboriginal activities are exempt from requirements to hold a fishing licence but must comply with all other fisheries rules, such as gear restrictions, possession limits, size restrictions and seasons. Permits and exemptions are available for aboriginal ceremonial activities. Security and Privacy

Personal information will be collected from you for the purposes of maintaining a register of persons holding authorisations and fishing certificates pursuant to the Living Marine Resources Management Act 1995 and will be used by DPIPWE for purposes permitted by this Act. Failure to provide this information may result in the inability to process your application or provide the service requested.

Your basic personal information may be disclosed to other public sector bodies where necessary or if required by law. Personal information will be managed in accordance with the Personal Information Protection Act 2004 and may be accessed by the individual to whom it relates on request to the Department. You may be charged a fee for this service.
