Background

During 2008-09, the Department reviewed the rules for marine scalefish fishing. Scalefish fishing includes recreational and commercial use of rods, lines and nets to fish for marine fish species, including finfish, sharks, octopus, calamari and squid.

In September 2008, an issues paper and questionnaire were released to obtain feedback on issues of concern. A summary report was produced (see the report on the first phase of consultation below) and provided to the commercial Scalefish and the Recreational Fishery Advisory Committees for comment and recommendations.

The proposed changes to the Scalefish Management Plan were finalised and are summarised in the Information Paper - Proposed Alterations to the Scalefish Fishery Management Plan. This document should be read in conjunction with the draft Fisheries (Scalefish) Amendment Rules 2009 and the associated cost benefit analysis. A public notice announced the release of the draft rules on 20 May 2009. These rules reflected the intent of the information paper.

The draft rules were available for public comment for one month, in accordance with Section 54 of the Living Marine Resources Management Act 1995.

In addition to these documents, the Department conducted public consultation meetings in key centres around the State. These meetings provided an opportunity to discuss and clarify the proposed amendments with fishery managers and assist you in putting together a written submission.

The amendments reflect the intent of the draft rule changes that were proposed in the Information Paper released in early March 2009. Also available is a summary of the administrative and correctional changes to the rules, a Cost/Benefit Analysis (prepared for Economic Reform Unit (ERU) of the Department of Treasury and Finance) and information regarding the integration of the Octopus Pot Fishery into the Scalefish Fishery Management Plan.

All licensed commercial scalefish fishers will be sent notification of the final changes before they are implemented. It is not possible to mail out the changes to all recreational fishers. The key changes for the recreational fishery are highlighted in the 2009/2010 Recreational Sea Fishing guide.
