| Plant Quarantine Manual Tasmania One of the key goals of the new Tasmanian Biosecurity Policy is to minimise the threat to Tasmania's primary industries, natural environment and public health from disease and pest risks associated with plants and plant products brought into the State. In practice, this means that there are a large number of rules relating to the conditions of entry for a wide range of plants and plant products that are imported into Tasmania – these rules are known as 'Import Requirements'.
The Tasmanian Plant Quarantine Manual (PQMTas) has been developed to help importers, exporters and the broader public understand the current requirements for the import and export of plants, plant products, and other prescribed matter authorised by the Plant Quarantine Act 1997 (Tasmania).
This is the second edition of the PQMTas in its new format and further editions will be published every twelve months. Each new edition is likely to contain changes to some import requirements so, if you do download the Manual or any extract from it, please check that the hard copy you are using is the latest edition.
In most cases, changes to import requirements are minor and will come into effect as the next edition of PQMTas is published. However, there may be rare occasions when we have to make an emergency declaration and changes to import requirements necessarily come into effect immediately. We will be posting any such emergency declaration on this webpage. If you use the PQMTas regularly, please bookmark this page so that you will be aware of any such emergency declarations.
The next edition of the Manual is due to be published in December 2009. Changes made to import requirements during 2009 will not appear in the Manual until then. So, please check below for any changes that have been made but that do not appear yet in the Manual.
Ash whitefly, San Jose scale and Elm leaf beetle - Since publication of the Plant Quarantine Manual, the quarantine status of Ash whitefly and San Jose scale has been revoked. This means they are no longer List A pests and Import Requirements 16 and 24 have been revoked. The quarantine status of Elm leaf beetle has also been changed from a List A pest to a List B pest.
Western flower thrips – The new treatment conditions specified in Clauses I (c) & I (d) of Import Requirement 19 - Hosts of Western Flower Thrips (Frankliniella occidentalis Pergande), apply only to orchid species. The question of whether or not these treatments may be applied to other ornamental plant species is subject to further review.
