NOTES RELATING TO DATA MODEL FOR EXISTING PLANNING SCHEMES

  1. There is currently no standard for planning schemes in Tasmania, therefore no two planning schemes in Tasmania have been developed on the same basis.
  2. A project is currently underway to establish a Model Planning Scheme, with the intention of introducing some standardisation into Tasmanian planning schemes.
  3. The data model referred to in these notes represents the current schemes and not the proposed Model Planning Schemes. At the stage of compiling these notes, details of the future standard were fluid.
  4. This data model has been kept as simple as possible to provide the flexibility to accommodate all planning schemes in the State. This flexibility should also facilitate its translation to the standard.
  5. In general a planning scheme will cover a complete municipal area, however some municipalities have multiple schemes.
  6. Every scheme will have a series of non-overlapping zones and these are covered by the ZONE class.
  7. In addition, schemes may have any number of other areas within which special conditions will apply. These may be precincts, potential impact areas, attenuation areas, domestic water supply areas, special areas, flood areas, scenic corridors, historic protection areas etc. Each of these will usually be related to a clause in the accompanying ordinance. These are all depicted as SPECIAL AREA's.
  8. Because of the potential for these to overlap, both within a particular grouping or with areas in other groupings, a cyclic relationship has been included.
  9. Many schemes make reference to existing road categories as defined by the Department of Transport. Often reference is made to specific roads only. Whilst road category will be an attribute on roads in the road component of the database, it is seen as appropriate that specific roads mentioned in planning schemes be included along with the other zone information.
  10. All Class names have been reduced to 8 characters with leading capital letters onlyi. All Item names have been reduced to 10 characters and lower case only. All Code list names have been reduced to 8 characters.
  11. The codes for Special Areas have been changed to a more generic set.
